On Nov. 3, metropolitan mayors asked Nuevo León’s Congress not to approve the 2027 fiscal package or new borrowing until the state clears more than MXN 1.2 billion in alleged municipal arrears, Milenio reported. El Horizonte covered the same budget-commission session, where Monterrey Mayor Adrián de la Garza sought guaranteed, on-time transfers and stronger oversight of the state budget.
The claims center on 2025 funds and fines
De la Garza said municipal-strengthening funds remain unpaid from 2025 and that revenue from municipal fines collected by the Institute of Vehicle Control had not been returned. He also said Monterrey had used its own resources for transit, school maintenance and repairs to unfinished water and drainage works. The reports do not independently verify the amounts due.
A budget-commission member asks for documents
El Horizonte reports that Melisa Peña, a member of the budget commission, said MXN 4.0 billion had already been delivered to municipalities in 2026 and urged mayors to submit documentation for their claims. The coverage does not reconcile Peña’s figure with the arrears cited by the mayors.
The next dates remain open: El Horizonte reports a Nov. 20 deadline for the executive to submit the state package, while Milenio says budget-commission chair Lorena de la Garza had until December to negotiate. The Nov. 3 meeting did not produce a reported vote on the mayors’ demand.
