Nuevo León’s Corporación para el Desarrollo de la Zona Fronteriza (CODEFRONT) awarded three contracts totaling MXN 109,963,858.25 to Construcciones y Edificaciones Garza Elías (CEGESA) for upgrades at CEFACIL, the international trade facility at Puerto Colombia in Anáhuac, according to Milenio and Infobae. The contracts date to 2022 and 2023, before CEGESA’s designation by the U.S. Treasury’s Office of Foreign Assets Control (OFAC), the outlets report.

The work covered earthworks and a block wall, the entrance and exit façade of the visitor stop, and toll booths and access lanes. Milenio’s broader regional tally of MXN 134,334,553.16 includes six other contracts involving CEGESA and COPASA in Anáhuac and Nuevo Laredo; the MXN 109,963,858.25 figure here is for CODEFRONT’s three CEGESA awards.

The state’s review covers a larger tally

El Norte separately reported that Nuevo León’s Contraloría will investigate eight CODEFRONT contracts to CEGESA worth MXN 624.5 million. That larger total is not itemized by Milenio or Infobae, so the published accounts do not reconcile it with the three-contract figure.

Milenio reports that the three awards predated CEGESA’s OFAC designation and do not by themselves establish illegality. The U.S. allegations about the company remain allegations; the state review is an announced process, not a finding of wrongdoing.
