The federal government’s preliminary 2027 budget proposal assigns Nuevo León MX$293,518 million in programmed spending, up 23.1% from MX$238,501 million approved for 2026, according to figures reported by Milenio, El Horizonte and ABC Noticias.
The proposal is not a final appropriation. For Monterrey and the northern corridor, its clearest line item is the planned Saltillo–Nuevo Laredo passenger connection.
The rail corridor takes most of the investment envelope
The plan sets aside MX$48,000 million for Nuevo León programs and projects; MX$41,985 million is assigned to Tren del Norte, the Saltillo–Nuevo Laredo connection that runs through the region. Milenio reports that the figure represents 87% of that investment pool.
CFE and healthcare projects remain in the list
The same breakdown includes MX$1,000 million for CFE transmission and maintenance at the Universidad, Leona, Huinalá and Huinalá II plants, plus MX$614 million for IMSS work including Hospital General de Santa Catarina and UMF 15. Cadereyta refinery spending is also listed, but the outlets publish different sub-breakdowns, so this brief does not assign it a single figure.
State budget assembly runs to November 20
Once the federal document is before the Chamber of Deputies, Nuevo León’s Finance Ministry is expected to assemble the state budget for delivery to Congress by November 20, according to Milenio. ABC Noticias reports that the state plans another meeting on the local budget.
